The Effect of Flexible Working Arrangement and Work Discipline on Employee Performance Through Job Satisfaction as a Mediating Variable at an Indonesian Public Sector Organization

Abstract

This study aims to examine the effects of Flexible Working Arrangement (FWA) and work discipline on employee performance through job satisfaction as a mediating variable among Millennial and Generation Z civil servants in an Indonesian public sector organization. This study employed a quantitative approach using a survey method. The research sample consisted of 215 respondents selected through proportionate stratified random sampling. Data were collected using a Likert-scale questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The findings reveal that Flexible Working Arrangement, work discipline, and job satisfaction each have a positive and significant effect on employee performance. In addition, Flexible Working Arrangement and work discipline positively and significantly influence job satisfaction. Job satisfaction was also found to partially mediate the relationships between Flexible Working Arrangement and employee performance, as well as between work discipline and employee performance. These findings suggest that implementing flexible work policies supported by strong work discipline and enhanced job satisfaction can be an effective approach to improving employee performance in Indonesian public sector organizations.
